New Director of Permanency Support brings wealth of Community-Based Care knowledge to Metroplex East
Dallas, TX – EMPOWER is pleased to announce Lue Nora DeWitt as the new Director of Permanency Support.
EMPOWER, a child welfare collaborative led by Texas Family Initiative LLC (TFI Texas), serves as the Community-Based Care (CBC) contractor in Metroplex East—a nine-county region which includes Dallas and surrounding communities. EMPOWER will oversee foster care, case management, kinship, and reunification services.
DeWitt has worked in child welfare for the past 28 years. She retired from the Texas Department of Family and Protective Services (DFPS) where she served as Program Administrator for both Conservatorship and Family-Based Safety Services. She also served as Permanency Practitioner, Risk Manager, Academy Trainer, Investigator and Legal Liaison.

As the Director of Permanency Support DeWitt will oversee the permanency support units. This position implements strategic planning related to all aspects of specialty positions supporting the permanency division.
DeWitt received her bachelor’s degree from Texas Woman’s University in Denton, TX. She obtained her master’s degree in social work from the University of Texas in Arlington, TX.
